Dried Milk or Milk Powder is either whole or skim milk that has been dried to a powder, and can be dissolved in water. It essentially is milk solids, which can be added to the mix to enhance the milky flavor and smell of baked products.
Dried Milk is favored due to its convenience and easy use, in most recipes it is not necessary to reconstitute it. It can simply be included with the dry ingredients.
